Project Background
In 2002, the BART Earthquake Safety Program conducted a vulnerability study, which determined that a number of the District’s facilities are at risk in a major earthquake. The study identified seismic issues with the above ground structure of the Lake Merritt Administration Building (LMA). The building was determined to be at risk for becoming severely damaged in a major quake. The District determined that it would be most cost effective to dismantle the LMA Building.
Project Purpose
The proposed project is the dismantling of the LMA building. It also includes reconfiguration of stairs, elevators, and certain building services. Following the dismantling and removal of the building, the plaza will be restored to a safe and useful condition.
Another component of the project is the construction of a new radio site facility required to provide radio coverage for BART train operators, police and other radio users. BART will construct a new radio site facility within its existing Oakland Shops complex. The Oakland Shops complex is currently the headquarters for Way and Facilities Maintenance, Power Mechanical Maintenance and Non-revenue Vehicle Maintenance. The OKS Radio Site will replace BART’s existing radio facility at the LMA building prior to its dismantling.
Project Benefits
The LMA Dismantling Project will increase safety by dismantling the LMA building, which has been determined to be at risk for becoming severely damaged in a major earthquake. In such an event, the above ground structure could become uninhabitable, which would pose a danger to BART employees and patrons, as well as jeopardize the District’s access to facilities located below ground.
