BART outlines scope of work for review of Police Department

BART is retaining outside experts in law enforcement and civil rights to conduct a comprehensive review of its Police Department following the New Year's Day officer-involved shooting of Oscar Grant.  With input from the BART Board of Directors and the public, the agency has finalized the attached scope of work, which it will use to hire these outside experts. 

The goal is to thoroughly evaluate BART Police Departmental policies and tactics, from recruitment, hiring and training to use of force, investigatory practices and how BART Police handle citizen complaints. This review will identify any changes that BART should make, as well as identify best practices in progressive policing that BART should adopt.
