Notice of public hearing Feb. 14 on fare increase, paid parking issues

NOTICE IS HEREBY GIVEN THAT:
On Thursday, February 14, 2013, at 9:00 a.m. in the Board Room, 344-20th Street, Third Floor, Oakland, CA 94612, pursuant to the direction of the Board of Directors, the District will convene a hearing for the purposes of hearing comments on extending BART’s inflation-based fare increase program and modifying BART’s paid parking policies.
Under the proposed extension of BART’s inflation-based fare increase program, BART fares would increase in 2014, 2016, 2018, and 2020 by the amount calculated through application of the productivity-adjusted Consumer Price Index-based formula, as adopted by the BART Board in 2003 in Resolution 4885. Under Resolution 4885, BART has implemented four inflation-based fare increases, the first in 2006 and the last in 2012. The actual fare increases to be implemented in 2014, 2016, 2018, and 2020 would be calculated using actual inflation.
The proposed change to BART’s paid parking programs would be to authorize the increase in up to 50¢ increments for daily parking fees and reserved permits at parking lots that are consistently full. Under Resolution 4948, BART established criteria for implementing a $1 daily parking fee in East Bay BART stations, and demand pricing for monthly and single day reserved parking. Under Resolutions 4853 and 4873, BART established criteria for demand pricing between $1 and $3 for daily parking fees in the West Bay BART stations. Increased parking fees could raise up to $11 million annually and would help cover the ongoing maintenance costs of operating BART’s 46,735 parking spaces. Additional revenue would also be used for general operating and certain capital expenses.
The full Board of Directors may be asked to take action at a future meeting to approve the proposed extension of the existing inflation-based fare increase program and modifications to parking fees.
