BART board approves new redistricting maps

(Updated on 5/25/22 to add the Final Report and 5/27/22 to announce the new interactive map)

On March 27, 2022 BART, launched a new interactive map based on the maps that were adopted through the redistricting process. This new interactive map allows users to enter an address and view locations within the “Legacy (existing)” and “New” Districts. 


On March 10, 2022, the BART Board of Directors voted to approve Map E2. 

The new maps will be phased in based on the next scheduled election for each specific district term.

 BART election districts are redrawn every 10 years following the U.S. Census. The primary purpose of redistricting is to ensure population equality among districts.  This process is guided by traditional redistricting principles as well as the U.S. Constitution, the California Constitution, the federal Voting Rights Act and the BART District Act.

All details, meeting dates, current maps and potential new maps, mapping tools and videos of previous meetings can be found below.

The BART Board of Directors’ Redistricting Committee began the process of redrawing election districts in 2021 to align with current population information based on 2020 Census data.

Please review this document on what redistricting entails and what the public should consider when participating in our redistricting process. 

Public involvement was encouraged throughout the process. All public outreach meetings, board meetings, special board meetings, and the Redistricting Ad Hoc Committee offered virtual public participation. The public was invited to join the meetings via zoom or watch the livestream of the meeting (for board meetings and special board meetings) on bart.gov. Public comment was available the following ways:

1) Submitting written comments via email to [email protected], using “public comment” as the subject line. Comments were provided to the Board and became a permanent part of the file. 
2) Following zoom call in or log in information as outlined in notices and agenda and and using the zoom raise your hand feature.

The BART Redistricting Ad Hoc Committee consists of Directors Lateefah Simon (Chairperson), Elizabeth Ames and Mark Foley.

Reports and Maps

At the Feb. 24, 2022, board meeting, BART presented new maps derived from public input and board input. The new maps are Plans D and E and Public 102, 103, and 104.

BART Redistricting Map Public 102:  This plan was developed using Plan C as base and incorporates minor changes to District 6. Plan C was developed using destination analysis to points of interest such as Colleges/Universities, Clinics/Medical Facilities, Social Service Facilities, Government Facilities, and other locations that may be destination points for BART riders. With this plan, some Districts remained similar while others changed. In this plan, all districts maintain greater than 77% of their current population. This plan follows the current boundaries but does contain more changes to the boundaries than Plan B.

BART Redistricting Map Public 103: This plan was developed using Plan C as base and incorporates feedback for District 1 and District 6 while adjusting for population balance. Plan C was developed using destination analysis to points of interest such as Colleges/Universities, Clinics/Medical Facilities, Social Service Facilities, Government Facilities, and other locations that may be destination points for BART riders. With this plan, some Districts remained similar while others changed. This plan follows the current boundaries but does contain more changes to the boundaries that Plan B and is most similar to Plan C and Public Plan 102.

BART Redistricting Map Public 104: Public Plan 104 was submitted by David Pilpel. The primary goal was to follow city and county geography to the extent practicable while balancing total population. In this plan, districts vary broadly from minimal change to more significant changes.

Drafts and Descriptions of Potential New Maps

BART Redistricting Plan A: Increased Opportunities for Minority Protected Classes.  Plan A was designed to maximize opportunities of protected class groups, specifically the Asian and Latino populations. Asian and Latino populations are the largest protected class groups in the BART service area, resulting in the greatest opportunity to create influence districts while maintaining population balance, geographic contiguity, and geographic compactness. To create these districts, significant changes were made to Districts 3, 4 and 7 and additional changes were made to Districts 1, 5, 8, and 9. Districts 2 and 6 maintained over 96% of their current populations.

BART Redistricting Plan B: Following Current Boundry Lines. Plan B preserves the geography of the current BART Districts as much as possible. This plan makes minor changes to the boundaries to account for population changes from 2010 to 2020.

BART Redistricting Plan C: Following Current Boundry Lines and Points of Interest. Plan C was developed using destination analysis of points of interest such as Colleges/Universities, Clinics/Medical Facilities, Social Service Facilities, Government Facilities, and other locations that may be likely destination points for BART riders. With this plan, some Districts remained similar while others changed.

BART Redistricting Plan D: Plan D was developed to consider comments from the BART Board of Directors, the Mayor of Clayton, and members of the public. Plan D proposes substantial changes to some of the districts to maintain population balanced districts. This plan presents districts with varying levels of similarity to the current BART districts. The greatest change is in District 7 with only 10.6% of its current population remaining in District 7. The next district to show major changes is District 3 with 31.8% of its current population remaining in the proposed Plan D, District 3.

BART Redistricting Plan E: Plan E was developed to consider comments from the BART Board of Directors, the Mayor of Clayton, and members of the public.This plan presents districts with varying levels of similarity to the current BART districts. The greatest change is in District 7 with only 28.6% of its current population remaining in District 7. The next district to show major changes is District 3 with 32.0% of its current population remaining in the proposed Plan E, District 3.

BART Redistricting Plan E2: Plan E2 was developed using comments from the BART Board of Directors and members of the public from the Board of Directors Meeting on February 24, 2022. Plan E2 proposes substantial changes to some of the districts to maintain balanced districts. This plan presents districts with varying levels of similarity to the current BART districts. The greatest change is in District 7 with only 27.9% of its current population remaining in District 7.

Mapping Tools for Public Engagement

BART has rolled out mapping tools to enable public input for redistricting.

BART interactive mapping tool for redistricting: This tool gives residents the ability to create and share a Community of Interest and/or draft Board of Director districts. Map submissions will appear in the gallery on the main landing page, enabling residents to view public input for redistricting.

BART Districts and Demographic Data: This web mapping tool is for visualizing BART districts and demographic data.

In addition to the interactive mapping tool, BART is providing a Community Input Map to allow residents to identify and provide supplemental information regarding their Community of Interest. This feature can be used on a mobile device and is offered in English and Spanish (Español), providing residents with an app that can be used to submit community information in their language of choice. La Junta Directiva del Distrito del Transporte Rápido del Área de la Bahía (BART) de San Francisco está realizando reuniones públicas para brindarle al público la oportunidad de ofrecer sugerencias y comentarios con respecto a la redistribución de los distritos electorales de BART.
Luego de cada censo federal, la Junta Directiva de BART tiene la obligación de ajustar los límites de los distritos electorales para que estos tengan igualdad de población en la mayor medida posible.
