Joel Keller, District 2, was elected to the BART Board in November 1994 and was sworn into office on December 14, 1994. He was chosen by his colleagues on the BART Board of Directors to serve as President in 2002 and Vice President in 1998 and 2001. Director Keller represents BART District #2, which includes Antioch, Bay Point, Bethel Island, Brentwood, Byron, Clyde, Crockett, Discover Bay, Hercules, Knightsen, Martinez, Oakley, Pinole, Pittsburg, Port Costa, Rodeo and portions of El Sobrante, Pacheco and Pleasant Hill.
Director Keller serves as Chairperson of BART’s Administration Committee and is a member of the Capitol Corridor Joint Powers Board. He serves as Chairperson of Metropolitan Transportation Commission AB842 and the Regional Rail and the Route 24/Caldecott Tunnel Corridor Policy Committees. Serves as Vice Chairperson for the Warm Springs Policy Committee. He is an alternate representative for the Silicon Valley Rapid Transit Project Policy Advisory Board. He serves as a member of the Contra Costa Transportation Authority Liaison, the Route 4 (East) Corridor Study Policy Advisory Liaison, the Strategic Finance Advisory, the Santa Clara County Policy and the West Contra Costa Transportation Advisory Committees.
Director Keller, Assistant Superintendent of Juvenile Hall for Solano County, was elected Mayor of the City of Antioch in 1984 and re-elected in 1988 and 1992; member of City Council, City of Antioch; Board member of Delta Diablo Sanitation District; Board member of Tri-Delta Transit; Chair, Contra Costa Transportation Authority; Board member of Highway 4 By-Pass Authority; Board member of Transplan; Member of the Delta Protection Commission; Chair, Contra Costa Mayor's Conference; Board member of Association of Bay Area Governments.
Director Keller was the founding Chair of Delta 2000, an East county group that works to bring together non-profit organizations and empower community-based organizations. He is president of the Contra Costa County Leadership Board of the United Way and a board member of the United Way of the Bay Area.
Director Keller holds a Bachelor of Arts degree from the University of California, Berkeley, from which he graduated in 1971, and has completed 40 hours of graduate studies in Public Administration from California State University, Hayward.
Director Keller resides in Antioch with his wife and two children.
