Citizens' Oversight Committee Overview
On November 2, 2004 Bay Area voters passed Regional Measure AA, which authorized BART to issue bonds for $980 million to make earthquake safety improvements to BART facilities in Alameda, Contra Costa and San Francisco counties. The measure also required BART to establish a Citizens' Oversight Committee (COC) to verify that bond revenues are spent as promised.
The COC is comprised of five members selected from citizens of BART's districts. COC members may not be elected officials or BART employees or officials. The COC shall be comprised as follows:
- One member shall have expertise in seismic retrofitting.
- One member shall have expertise in auditing.
- One member shall have expertise in engineering.
- One member shall have expertise in public financing or project management.
- One member shall represent the community at large.
The duties and responsibilities of the COC are to:
- Review scheduling and budgeting of projects to be funded by the bond measure.
- Confirm that work is completed and bond funds are expended in accordance with the bond measure.
- Inform the public concerning the expenditure of bond revenues.
Members will serve a two-year term, without compensation.

2013-15 Citizens' Oversight Committee Members and Alternates
In January 2013 the BART Board of Directors selected members and alternates of the 2013-2015 COC:
Members
Matt Wrona, Chairperson, Seismic Retrofitting Expertise Seat
Matt Wrona is Chairperson and holds the Seismic Retrofitting Expertise seat on the 2013-2015 BART Earthquake Safety Program Citizens’ Oversight Committee. He has over 30 years of experience in all phases of transportation, laboratory, advanced technology, industrial, commercial and environmental projects; including project and operations and maintenance management, earthquake safety engineering, engineering management, project planning/budgeting, conceptual design, cost estimating, detailed design, procurement, fabrication/construction, and operating services. Mr. Wrona’s education includes a Bachelor of Science in Civil Engineering from San Jose State University, and a Master of Science in Structural Engineering and Structural Mechanics from the University of California at Berkeley. He is also registered in California as a Structural Engineer and Professional Civil Engineer.
Robert Barksdale, Member, Auditing Expertise Seat
Bob Barksdale holds the Auditing Expertise seat on the 2013-2015 BART Earthquake Safety Program Citizens’ Oversight Committee. Mr. Barksdale has been involved with a number of domestic and international mass transit projects for over 40 years, including BART, MARTA, WMATA, and overseas in Buenos Aires and Singapore. He has been involved in all aspects of projects from planning, preparation of cost, scheduling, and competitive bidding. He was formerly Manager of Internal Auditing and Manager of International Operations for a major international engineering, procurement and construction company. Mr. Barksdale holds a Bachelor of Science in Civil Engineering from the University of Arizona, a Business Management Certificate from the University of California Extension and is a registered Professional Engineer in Arizona, Georgia, Nevada, Texas and Kuwait (inactive). Mr. Barksdale is retired from the hydro and gas-fired energy business, and is currently an independent management consultant residing in Lafayette.
Sayed Sultan, Member, Engineering Expertise Seat
Dr. Sayed Sultan holds the Engineering Expertise seat on the 2013-2015 BART Earthquake Safety Program Citizens’ Oversight Committee. Dr. Sultan holds a Doctor of Philosophy in Transportation Engineering from the University of California at Berkeley. Before retiring, he was Chief Transportation Planning Engineer for Bechtel Corporation in San Francisco. Dr. Sultan has 40 years of diversified professional experience in transportation and traffic planning and engineering, regional planning and development, strategic planning, and organizational, financial, and economic analysis of transportation projects and transport operating entities, worldwide.
Ralph Mason, Vice Chairperson, Public Finance/Project Management Expertise Seat
Ralph Mason is Vice Chairperson and holds the Project Management Expertise seat on the 2013-2015 BART Earthquake Safety Program Citizens’ Oversight Committee. Formerly with Bechtel Corporation and Kaiser Engineers, Ralph Mason is now an independent engineering consultant. Mr. Mason has over 45 years of experience in the management, engineering and implementation of rail and mass transit projects in the United States, Europe and Asia. He has managed projects ranging in value from $15 million to over $5 billion. Although a mechanical engineer by training, Mr. Mason has worked with a wide range of engineering and technical disciplines including architects, engineers, planners, contract managers, project schedulers, cost estimators, quality assurance and control specialists, safety and system assurance specialists, construction managers, resident engineers, factory and field inspectors, and many other technical specialists involved in complex project work. He has managed the implementation of new metro, light rail, high-speed rail, and people mover projects as well as the extension, and improvement and renovation, of existing mass transit and rail systems. Mr. Mason has a Master of Business Administration from the University of Pittsburgh, is a registered Professional Engineer in California, and has been a resident of the Bay Area since 1981.
Juliano Waldron, Community At Large Seat
Juliano Waldron holds the Community at Large seat on the 2013-2015 BART Earthquake Safety Program Citizens’ Oversight Committee. Ms. Waldron is a native of San Francisco and holds an Associate of Arts degree with a strong emphasis on business. Ms. Waldron has certifications as a Pharmaceutical Technician and as a Dental Assistant. Ms. Waldron has trained in disaster preparedness and early response. She is an active member in community volunteer programs for people in need and has training in mediation.
Alternates
Ching L. Wu, Alternate, Seismic Retrofitting Expertise Seat
Ching L. Wu holds the Seismic Retrofitting Expertise Alternate seat on the 2013-2015 BART Earthquake Safety Program Citizens’ Oversight Committee. Mr. Wu’s career consists of more than 40 years of experience in project management and engineering design for complex infrastructural projects requiring interagency coordination, environmental issue resolutions, community outreach, and subcontracts management. His expertise includes tunnel design, design criteria development and seismic vulnerability studies, seismic and structural design analysis, road alignment, civil earthwork and utilities, underground facility design, noise and vibration impact analysis, and contract specifications. He has authored or co-authored more than 50 technical papers on seismic analysis and retrofit design, underground structures analysis and design and related topics.
Richard Pipkin, Alternate, Engineering Expertise
Richard Pipkin holds the Engineering Expertise Alternate seat on the 2013-2015 BART Earthquake Safety Program Citizens’ Oversight Committee. Richard Pipkin is a Senior Engineer with a local sanitary district. He has 10 years of experience managing capital improvement projects for Bay Area public agencies. He is a licensed Civil Engineer and a licensed Wastewater Treatment Plant Operator. Mr. Pipkin is a graduate of University of California at Berkeley and a resident of Albany.
Sang Bak Lee, Alternate, Public Finance/Project Management Expertise Seat
Sang Bak Lee holds the Project Management Expertise Alternate seat on the 2013-2015 BART Earthquake Safety Program Citizens’ Oversight Committee. He is currently the Founder and Chief Executive Officer of Lee Intelligence Network Associates (LINA). LINA provides project and construction management consulting services to major engineering and construction companies with regional activity in North America, Asia and the Middle East. Their major clients include Bechtel Corporation in addition to other major engineering and construction firms. Prior to founding LINA, Mr. Lee was the Principal Vice President serving as Country Manager for Bechtel International in Korea. He also has 27 years of engineering and construction experience with Bechtel Corporation in San Francisco, 10 years with Hyundai Construction in Seoul, Korea, and 7 years with LINA in Orinda.
Prabhat Goyal, Alternate, Community At Large Seat
Prabhat C. Goyal holds the Community At Large Alternate seat on the 2013-2015 BART Earthquake Safety Program Citizens’ Oversight Committee. Mr. Goyal has over 40 years of experience in engineering and project management. He has worked with multiple companies including Engineers India, Foster Wheeler, Bechtel Corporation, and Fluor. He has had opportunities to work on a variety of engineering projects; power plants, refinery and chemical, telecommunication, airports, and mining and metal projects in the United States and abroad during his career. He joined Fluor in 2006 as a Principal Project Controls Specialist and head of the Project Planning Department. Most recently, he was responsible for developing erection plans for the Orthotropic Box Girders and Main Tower, the most critical sections of the new East Span of the San Francisco-Oakland Bay Bridge, the largest
self-anchored suspension bridge in the United States.
