TITLE: M03 Interlocking Renewal

SUMMARY OF SCOPE:  Renew critical existing District infrastructure at the M03 interlocking in Downtown Oakland. Key elements of this existing District infrastructure, most notably the track components, will require renewal. Renewal of these elements will require removal of the entire existing at-grade track section down to bottom of ballast within the Interlocking Renewal Limits. This removal will affect other existing District infrastructure, such as train control and traction power components, some of which is currently unused or abandoned, that is present within the Interlocking Renewal Limits. Including reconfiguration of the train control system in this area and construction of a permanent physical barrier to improve conditions for ongoing maintenance. Most of the train control and some of the traction power components present within the Interlocking Renewal Limits will be replaced with new components. The entire at-grade track section will be reconstructed using District-furnished special track work consisting of three #15 right hand turnouts in a special geometric configuration utilizing concrete ties in a “family of tie” arrangement using appropriate plates, flexible tie connectors, and incorporating standard BART components. The reconstruction will also include three new Alstom GM400A switch machines and new ballast. And will also include renewal of the maintenance-of-way set-on at MW05/MW06. Areas just outside the right-of-way fencing at M03 and A15 will be used as staging and demonstration/staging areas, respectively. Areas just outside the right-of-way fencing at M03 will also be restored after the work to include new paving, striping, fencing and landscaping.

SUMMARY OF SCOPE:  Provide all labor, material, equipment, management, coordination to provide a 4.16kV, 2.5MW emergency generator system along with associated 4160V switchgear and 480V switchgear/switchboard lineup along with the required transformers grounding, and improvements to mechanical and civil/structural facilities such as deep soil ground improvements and structural pipe piles or deep soil mix ground improvement including automated monitoring and controls systems to operate the generator and the electrical system as well as infrastructure for utility power to site. The project shall provide power for all emergency loads such as ventilation fans, fire pumps, drain pumps, lighting and other necessary loads during an emergency condition when existing utility power is not available. The work will include communication systems needed for BART interface (such as CCTV, SCADA, ACP, FAT and systems integration).
