BART Police Department Headquarters (BPD HQ)

The BART Board of Directors has greenlit a project to improve rider safety by relocating the BART Police Department Headquarters (BPD HQ) from its aging current location to a new, higher-tech facility in Downtown Oakland near 19th Street Station and BART Headquarters (2150 Webster St., Oakland). 

The Board voted to authorize the General Manager to proceed with the purchase of the existing building at 2000 Broadway, Oakland, on November 16, 2023. Of the responsive proposals for a new BPD HQ, the building at 2000 Broadway was the least expensive by more than $10 million. The site includes more than 86,000 square feet of office space.

BART plans to purchase the building from the Kaiser Foundation for $25.5 million and close the transaction in August 2024. The police department will likely begin moving into its new headquarters in 2026. 

BART Police must vacate its current headquarters at 800 Madison St., Oakland, across from Lake Merritt Station, because the building is located on the site of the upcoming Lake Merritt Transit-Oriented Development, which will include more than 500 housing units, 44% of which will be classified as affordable.  

“BART Police is looking forward to moving into our new headquarters, especially with the knowledge that the previous site will soon make way for much-needed housing, including affordable housing,” said BART Police Chief Kevin Franklin. “The new headquarters is strategically positioned in Downtown Oakland just blocks from our administrative headquarters, and the building will be equipped with brand-new, state-of-the-art technology. The move will better position our department to address rider and employee safety as well as bolster our current aggressive recruiting efforts.”   

 “We are leveraging the opportunity to purchase this building at a time when there is decreased demand for office space,” said General Manager Bob Powers. “The purchase is demonstrative of BART’s ongoing commitment to safety – our top priority. It will benefit not just our riders, employees, and the Downtown Oakland community, but all of the Bay Area.” 

Public outreach was an important part of the site-selection process. Outreach included a full Title VI analysis, regular updates to the BART Board in open session, and public meetings. 

The Request for Proposal (RFP) was advertised on 4/15/2024, with the anticipated proposal due date of June 11, 2024.  The RFP is available for download on BART’s Procurement Portal.
