The Not One More initiative includes collecting and analyzing data to get insights into what is taking place and to track the effectiveness of safety measures.

Passenger Environment Survey 

In October 2020, BART added the following question to its ongoing Passenger Environment Survey: Have you experienced gender based sexual harassment in the last six months at BART?

SB 1161 Survey Development and SB 434 Implementation

In April 2023, BART volunteered to be a pilot transit agency for the Street Harassment on Transit Survey being developed by the Mineta Transportation Institute as required by Senate Bill (SB) 1161 by Senator David Min (Chapter 318, Statutes of 2022). The Not One More initiative served as an inspiration for SB 1161.  Survey takers conducted research on BART to test survey language that have now been made available to transit agencies to measure harassment on transit. 

Senate Bill (SB) 434 by Senator David Min (D-Irvine) was signed into law in 2023 and requires the state’s ten largest transit agencies, including BART, to collect comprehensive survey data identifying the leading causes of street harassment on transit. BART used the Mineta Transportation Institute's Street Harassment Survey, with slight modifications including allowing minors to take the survey, to meet the requirements of the law. 

Survey Methodology:

  • Four trained survey takers requested riders to take the anonymous, online survey. They used the signs that had a QR code and a short survey URL for easy access. 

  • Riders were surveyed on all lines, across all days of the week, and during all operating hours. 

  • Survey was offered in English, Spanish, and Traditional Chinese 

  • Sample size = 1,626 

  • Survey dates: Sep 7-15, 2024 

  • No Weighting: Key demographic data from the survey closely aligned with BART’s 2022 Customer Satisfaction data, with most differences within ±3 percentage points, making weighting unnecessary. 

  • No Incentive: BART did not collect any data to identify respondents, given the sensitive nature of the topic.  
    Privacy Policy: The survey includes responses from minors (riders under 18). In compliance with BART’s Privacy Policy, COPPA, and CalOPPA regulations, we ensured that all demographic questions were omitted for riders under 18 (n=23).

Framework to Evaluate Safety Metrics

BART partnered with the Alliance for Girls, one of the original leads of Phase 1 of Not One More, in 2023 and 2024 to develop the first youth-informed evaluation framework focusing on rider safety as it pertains to harassment and assault prevention and intervention on BART. A series of Community Learning Exchanges with intergenerational (youth and adults) participation from vulnerable communities were held in 2024 to guide the framework. The work is rooted in how youth define safety in Alliance for Girls’ research, and draws from learnings, input, and recommendations from youth themselves on how best BART can collect data and measure impact of its initiatives to create actionable and effective policy and processes around harassment and assault presentation and intervention.

Measuring the Effectiveness of Phase I Posters

Phase I of the Not One More initiative launched in April 2021 and was a partnership between BART, the Alliance for Girls, Betti Ono, Black Girls Brilliance, and The Unity Council’s Latinx Mentorship and Achievement (LMA) Program. 

To measure the change in awareness of harassment and understand the impact of Phase I of the Not One More campaign on BART riders, BART conducted an online random sample survey between July 2021 and July 29, 2021. 1,200 current riders were invited to participate in the survey via email ​and 234 responded (20% response rate).

  • 32% recalled seeing the posters
  • 65% responded they are more aware of harassment
  • 59% responded they now know what to do if they witness harassment on BART
  • 52% responded they know more about how harassment impacts people on BART
  • 46% responded they know where to get help if they experience harassment on BART
  • 36% responded they felt safer riding BART

Surveys that were provided at in-person Not One More pop-up events in 2021, had even higher scores with 43% of respondents feeling safer riding BART after learning about the initiative.

Measuring the Effectiveness of Phase II Posters

Phase II of the of the Not One More initiative launched in August 2023 and was a partnership between BART, The Betti Ono Foundation, and The Unity Council’s Latina Mentorship and Achievement Program.

To measure the change in awareness of harassment and understand the impact of Phase II of the Not One More campaign on BART riders, BART conducted an online random sample survey between October 26, 2023, and November 6, 2023. 7,598 current riders were invited to participate in the survey via email ​and 1,997 responded (26% response rate).

  • 30% recalled seeing the posters
  • 49% said they are more aware of harassment
  • 55% said they know what to do if they witness harassment BART
  • 47% said they know where to get help if they experience harassment on BART (the poster that advises reporting inappropriate behavior on BART Watch scored the highest at 51%)
  • 44% said they know more about harassment impact on people on BART
  • 28% feel safer riding BART
  • Based on demographics: posters successfully increased awareness among male, non-white, younger, and lower income riders
  • Females, POC, younger riders are more likely to experience gender-based harassment
