California Senate Bill 827 requires local agencies with a public website to provide clear instructions and contact information explaining how the public may request copies of ethics and fiscal/financial training records for covered officials. San Francisco Bay Area Rapid Transit (BART) District is committed to transparency and compliance with state law. Members of the public may request training records using the process below. Members of the public may request the following records:
- Fiscal and financial training records (SB 827) – Officials serving as of January 1, 2026 must complete their first training by January 1, 2028, so some records may not yet be available.
- Ethics training records (AB 1234) – Required every two years for covered officials.
How to Request Training Records
In an effort to make the records request process easier for the public, and to improve transparency and efficiency, BART has implemented a new, open public records portal at bart.nextrequest.com.
Please include:
- Your name
- Contact information
- A brief description of the records you are requesting (e.g., “fiscal training records for department heads,” etc.)
Response Time
The District will respond to your request in accordance with the California Public Records Act, which governs timelines and disclosure requirements. SB 827 requires local agencies to maintain ethics and fiscal training records and make them available to the public upon request. The District will provide responsive records as promptly as possible.
