Completed TOD projects

Together with BART's community and developer partners, the transit-oriented development program has delivered TODs at fifteen BART stations, totaling 4,232 new homes and 874,000 square feet of commercial space.

Ashby Station: Ed Roberts Campus (Ashby TOD, Phase I)

The Ed Roberts Campus was developed through a partnership between BART, the City of Berkeley, and a coalition of nonprofit disability organizations to transform land adjacent to the Ashby BART Station into a nationally recognized transit-oriented hub for disability rights and services.  

Developed by BART, the City of Berkeley, and nonprofit partners, the project includes: 

  • An 80,000-square-foot universally designed facility 
  • Offices for multiple disability rights and service organizations 
  • Direct elevator and stair access from the BART concourse

Completed in 2023, Kapuso at the Upper Yard transformed a former city owned parking lot adjacent to Balboa Park BART Station into 131 deeply affordable homes and childcare, retail, and nonprofit spaces.  

The development team was Related California and Mission Housing Corporation. BART was a partner in the project and received a new public plaza and improved station access.  

The final project includes: 

  • 131 affordable rental units serving very low-, low-, and moderate-income households 
  • A 6,000-square-foot child development center 
  • 2,400 square feet of nonprofit office space 
  • 3,000 square feet of neighborhood-serving retail 
  • A newly constructed BART plaza that improves station access and enhances the surrounding public space

Castro Valley Station: Strobridge Court Apartments

Strobridge Court Apartments was developed in 1993 through a collaboration between BART and BRIDGE Housing, marking BART’s first-ever transit-oriented development. It set an early precedent for equitable, station-adjacent housing that integrates public safety and community amenities. The project also preserved and incorporated several historic Victorian homes, conserving community character. 

Developed by BRIDGE Housing in partnership with BART, the project includes: 

  • 96 affordable family apartments designated for families 
  • The restoration of Strobridge House, a historic Victorian structure 
  • A BART zone command police facility

Coliseum Station: Coliseum Transit Village

The Coliseum Transit Village is a 110-unit residential development adjacent to the Coliseum BART Station. Developed by UrbanCore, the project includes 110 homes using a mixed-income model: 

  • 55 homes (50%) designated as affordable housing for households earning 50% to 60% of Area Median Income (AMI) 
  • 55 homes are workforce housing for households earning 80% to 120% of AMI

Dublin/Pleasanton Station: Avalon Dublin

BART sold a 7.2-acre property on the Dublin side of the Dublin/Pleasanton Station to Alameda County in 2006.  Alameda County partnered with Avalon Bay to develop the site into a 507-home apartment complex and a BART rider parking garage.

Fruitvale Station: Fruitvale Transit Village

The Fruitvale Transit Village began with a community-led planning process in the early 1990s.The Unity Council was the master developer and delivered the first phase of development. BRIDGE Housing and EBALDC delivered subsequent phases of the Fruitvale Transit Village.

Hayward Station: Hayward Civic Center

MacArthur Transit Village is the result of a long-term, multi-agency collaboration to reimagine surface parking at the MacArthur BART Station as a dynamic, transit-oriented neighborhood. Spearheaded by BART, the City of Oakland, a development team led by BRIDGE Housing, and local stakeholders, the effort brought together public and private interests to assemble land and deliver one of the Bay Area’s largest mixed-income TODs and BART’s first high-rise TOD. 

The TOD includes: 

  • Mural: 90 affordable homes, developed by Bridge Housing
  • MacArthur Commons: 385 -unit apartment building, including 11 affordable apartments, developed by Hines
  • The Skylyne: a 403 apartment high-rise, including 45 affordable homes, developed by Boston Properties
  • Over 35,000 square feet of ground-floor retail space
  • A new 481-space BART parking garage
  • A renovated station plaza  
  • 200-space BART bike station
  • Pedestrian, bike, and transit infrastructure improvements enhancing station access and neighborhood connectivity

Millbrae Station: Gateway at Millbrae Station

The Gateway at Millbrae Station is a major mixed-use TOD featuring 400 homes, retail, office space, a hotel and community serving amenities.  

Developed by Republic Urban Properties and Core Companies, the project includes

  • 400 homes, including: 
  • 80 affordable homes for veterans  
  • 300 market rate homes and 20 affordable homes  
  • A 164-room hotel  
  • 150,000 square feet of office space  
  • Enhanced pedestrian and bicycle connections 
  • Public spaces designed to improve access to both BART and Caltrain services

Pleasant Hill/Contra Costa Centre Station: Contra Costa Centre Transit Village

The Contra Costa Centre Transit Village is a multi-phase, mixed-use development adjacent to the Pleasant Hill/Contra Costa Centre BART Station. The completed phases were led by AvalonBay Communities. The development is recognized as a regional model for sustainable, transit-oriented planning. 

The completed phases of the project include: 

  • 622 rental housing units, with 20% designated as affordable 
  • 37,890 square feet of ground-floor retail 
  • A BART rider parking garage 
  • A multimodal transit hub serving BART, buses, and local shuttles

The Pleasant Hill Leasing Authority, a Joint Powers Authority of BART and Contra Costa County, are planning for the final development phase of the Contra Costa Centre Transit Village. 


Richmond Station: Richmond Transit Village (Phase I)

The first phase of the Richmond Transit Village was developed collaboratively between BART, the City of Richmond, and The Olson Company. The project transformed surface parking next to the Richmond BART/Amtrak Station a for-sale housing development with a new BART rider parking structure, and a public plaza and pedestrian paseo.  

The 2018 Nevin Avenue Streetscape Project improved pedestrian access and set the stage for Phase II, which will add approximately 520 new residential units on former BART and City-owned land east of the station. 

The first phase includes: 

  • 132 for‑sale townhomes, with 50% designated affordable 
  • A five‑story, BART parking garage with 800 spaces 
  • A new public plaza and pedestrian paseo connecting the station to nearby neighborhoods 

Year completed: 2018 (Phase I) 

The City of Richmond is in the planning stage for the next phase of this TOD. 


San Leandro Station: Marea Alta & La Vereda

The San Leandro TOD is a two-phase affordable housing project developed by BRIDGE Housing on a former BART rider parking lot adjacent to the San Leandro BART Station.

The South Hayward TOD includes two adjacent residential buildings- Alta Mira and Cadence- built on a former BART rider parking lot-.

Walnut Creek Station: Walnut Creek Transit Village (Phases I & II)

The Walnut Creek Transit Village is a multi-phase TOD led by Walnut Creek Transit Lifestyle Associates (WCTLA). Phases I & II are completed.  

Phase I delivered a replacement BART rider parking garage with a bus intermodal facility and a BART police substation. Phase II delivered 358 housing units, new ground-floor retail, and an inviting public plaza. The TOD includes major enhancements to station access, bicycle facilities, and public safety infrastructure.

West Dublin/ Pleasanton Station: Connolly Station & Workday Headquarters

The Connolly Station apartments and Workday Headquarters developments are part of the broader transit-oriented district surrounding the West Dublin/Pleasanton BART Station. The station itself, which opened in 2011, was delivered through BART’s first public-private partnership, bringing in over $26.5 million in private funding to help finance the station and its two accompanying parking garages.   

Developed through partnerships with BART, Essex Properties, and Workday, the TOD includes: 

Connolly Station (Dublin side): 

  • 309 apartments developed and managed by Essex Properties 

Workday World Headquarters (Pleasanton side): 

  • 72,744 square feet of office space and parking garage on BART land 
  • A 2,500-square-foot shared police facility for BART Police and Pleasanton Police
