The Pre-Award SBSS Program has been specifically designed to assist those business who are looking to actively compete for construction projects at BART.  The Pre-Award Program is for businesses who have:

  • Never done work with BART but are looking for assistance in navigating the procurement process.
  • Competed for BART contracts in the past but are looking to increase their competitive advantage.
  • Have already been successful in winning work with BART but seek additional opportunities to grow their business.

(PGI) is an Oakland-based contractor who is currently a certified Small Business (SB) but has also been navigating its way (with the assistance of the SBSS Program) through the Disadvantaged Business Enterprise Certification Program (DBE).  PGI’s two principles (Leroy Brock and Melvin Rucker) have over thirty years of experience in the glazing trades.  PGI has participated in the following SBSS Program Pre-Award elements:

PGI was a successful bidder on the Powell Street Modernization contract, which was their first attempt at being ‘listed’ as a subcontractor by a potential Prime Contractor.

Harris Hoisting is actively participating in the competitive bidding process at BART.  Harris Hoisting needed customized support from the SBSS Program.  The SBSS Program has facilitated connections for Harris Hoisting with industry experts in the areas of insurance, bonding, finance, construction, and material acquisition.


CharisTechJennifer Mariani

CharisTech is a Woman-Owned Disadvantaged Business Enterprise (DBE & WBE) located in Alameda County.   With more than two decades of expertise, CharisTech provides Quality Management, Quality Assurance, Independent Third Party Engineering Estimates, Systems Documentation, and Reviews to public agencies and construction firms involved in infrastructure, rail, transit, and transportation projects throughout California.   CharisTech has engaged with the SBSS Pre-Award Program in the following areas:

CharisTech has achieved success with the support of the SBSS Program in their attempts to win contracts with BART.  In 2019 CharisTech participated in four contract pursuits, were listed as subcontractors by various potential primes, and were on the winning team on two of those occasions.
