Update April 28, 2026: BART is pleased to request proposals that will result in the construction of a first phase of Transit-Oriented Development (TOD) at Fremont Station. BART is soliciting proposals to select a developer who will work with BART and the community to establish, build, and manage a feasible development program at the east parking lot of Fremont Station.

On January 22, 2026, the BART Board approved the Goals and Objectives for the future development at Fremont Station. The Goals and Objectives will be included in a forthcoming developer solicitation for TOD Phase 1, an 8-acre site on the northeast side of the Fremont Station (shown in the image below in yellow).
Consistent with the City of Fremont’s City Center Community Plan, TOD Phase 1 is envisioned as a predominantly residential development, activated with ground-floor retail and services spaces, and potential public open space. Once development of Phase 1 begins, at least about 700 parking spaces will remain available to BART riders in the remaining parking lots (shown below as the “not developable” area in red and “TOD Phase 2” in purple). In BART’s Fall 2025 parking occupancy count, 550 parking spaces were occupied across all of the Fremont Station parking lots.

Timeline:
- Sept 25 and October 8, 2025: In-station open houses to solicit community input on objectives for future TOD development at the Fremont Station
- January 22, 2026: BART Board approval of the Goals and Objectives
- Spring 2026: Developer solicitation for Phase I of Fremont TOD anticipated
