Safe Trips to BART: Focus Station Areas

Focus Station Area Action Plans (FSAAP) identify tailored infrastructure improvement concepts for a selection of public roadways on the High Injury Network (HIN) in Station Study Areas. The HIN identifies public roadways with concentrations of crashes that resulted in fatalities or severe injuries for the five-year period from 2019 through 2023. Station Study Areas were developed using the median distance that riders travel to access BART from home ranging from 0.66 to 1.96 miles. Improvement concepts are drawn from the countermeasure toolkit included in Safe Trips to BART: An Action Plan for Safer Roadways. These FSAAPs will support local cities and counties in securing funding to design and implement identified roadway safety improvements.

Seven stations were chosen for the FSAAP effort. They were selected based on geographic diversity, collision history, and local agency input. The table below provides access to the draft FSAAPs, the HIN maps, and agencies with roadways or intersections on the HIN.

In-person pop-ups were conducted at each focus station in November and December of 2024 to gather input from riders regarding their traffic, bicycle, and pedestrian safety concerns. Additionally, riders encountered posters in these stations encouraging them to complete a traffic safety survey, which was open to the public until December 19. Survey responses helped BART and local agencies identify streets and intersections of particular concern for the FSAAPs.

BART worked with each partner agency to develop a draft FSAAP for each focus station. They were published for the Project's Online Open House on June 25, 2025, and promoted with in-station posters and email list announcements. A survey soliciting public input for each FSAAP was available through August 6, 2025. Feedback received will be reviewed for potential inclusion in the final FSAAPs.
