Ashby

In close partnership with the City of Berkeley and a newly selected development team, BART is laying the ground for an inclusive and vibrant transit-oriented development (TOD) at the west parking lot of the Ashby BART station. Hundreds of new homes affordable to people with a variety of incomes, new gathering spaces, and retail and/or cultural uses complementing the adjacent Lorin District businesses are among the goals that residents of Berkeley identified for Transit-Oriented Development (TOD) at Ashby. 

 
At their July 2025 meeting, the BART Board of Directors authorized the selection of the Adeline Alliance Partners team to enter an Exclusive Negotiating Agreement with BART for the development of the Ashby West Lot TOD.  This action followed a Request for Proposals in which BART and the City of Berkeley jointly solicited developer proposals for an equitable TOD project at that site.  

Developer: 
Adeline Alliance Partners (a joint venture of Pacific West Companies and Strategic Urban Development Group), and Resources for Community Development 

Project Summary: 

  • Five new buildings ranging from 6 to 8 stories tall, to be built in phases 
  • About 600 new apartments, half of which would be permanently affordable 
  • Commercial Spaces including active storefronts on key streets and ground floor retail and non-profit spaces 
  • Improved walking, biking, and ADA access to the Ashby BART Station 
  • New open spaces 

Timeline: 

  • July 2025: Adeline Alliance Partners selected as developer 
  • 2025–2027: Community engagement, planning, approvals, and project financing

El Cerrito Plaza

The El Cerrito Plaza TOD will transform BART’s three surface parking lots into a mixed income development. The site will include space for community-serving amenities such as a new library and park, and improved station access.  

Developer: 
Holliday Development, Related California, and Satellite Affordable Housing Associates (SAHA) 

Project Summary: 

  • 743 homes, including 47% affordable homes 
  • New public open space adjacent to Fairmount Avenue 
  • Space for a new public library, pending voter approval of local funding 
  • New bus intermodal area and improved bike and pedestrian infrastructure, including secure bike storage 
  • New garage with 145 BART rider parking spaces  

Timeline: 

  • Parcel A South broke ground in fall 2025  
  • Future phases pending funding

Fremont 

BART will be pursuing development for a portion of BART’s surface parking at the Fremont BART Station, with developer solicitation for this first phase expected in the first half of 2026.

Lake Merritt 

The Lake Merritt TOD is a mixed-use project that will connect people to jobs, transit, and community resources. The TOD will be developed across two sites; the Lake Merritt Station former parking lot (Block 1) and BART’s MET building across 8th Street Block 2 (Block 2).

Strada Investment Group and East Bay Asian Local Development Corporation (EBALDC) 

Project Description  

  • Block 1, Building B: Chinatown Senior TOD- 97 affordable senior homes and a paseo 
  • Block 1, Building A: 439-home market rate building  
  • Block 2: 100 family affordable housing homes and ~ 500,000 square feet office building  

Timeline: 

  • Chinatown Senior TOD and Paseo: started construction June 2025  
  • Other phases: TBD

North Berkeley 

The North Berkeley BART TOD will replace the main surface parking lots at the North Berkeley Station with new homes, green space, and bike and pedestrian connections to the surrounding neighborhood.  

Developer: 
North Berkeley Housing Partners: BRIDGE Housing, Insight Housing, East Bay Asian Local Development Corporation (EBALDC), AvalonBay Communities 

Project Summary: 

  • 739 new homes, including 52% affordable homes 
  • New open space: plazas, extension of the Ohlone Greenway 
  • Dedicated space for community-serving ground floor uses 
  • Bike Station 
  • Biking and walking improvements around the site 
  • Up to 120 replacement BART parking spaces 

Timeline: 

  • 2027: First phase of construction anticipated to break ground

Richmond Transit Village 

Phase II of the Richmond Transit Village will bring new housing to the east side of the Richmond BART station, building on earlier efforts to improve access and safety for riders and pedestrians. The development will use land formerly owned by BART that was transferred to the City of Richmond and City land.

The City of Richmond will lead the process of soliciting a developer or development team, anticipated in 2026.

Walnut Creek (Phase III) 

Phase III of the Walnut Creek Transit Village is the final piece of a multi-phase transit-oriented development adjacent to the Walnut Creek BART Station. Led by Walnut Creek Transit Lifestyle Associates (WCTLA), the upcoming phase will deliver approximately 240 additional homes. 

Phase III is currently in the planning stage.

West Dublin/Pleasanton 

“Amador Station” will deliver 300 affordable homes across four phases. It will also provide a new plaza. This infill project represents the final undeveloped portion of the station area.

Timeline:

West Oakland 

The TOD at West Oakland Station, Mandela Station, will transform BART parking lots into a mix of housing, retail, office space, and public space, and will include upgraded walking and biking connections with the surrounding neighborhood.  

Developer:  
Mandela Station Partners (a joint venture of SUDA  and MacFarlane Partners) and Mandela Station Affordable (a partnership between SUDA and Pacific West)  

Project Summary: 

  • 762 homes 
  • 525 market rate homes  
  • 236 affordable homes  
  • ~53,000 square feet of ground floor retail space  
  • ~300,000 square feet of office space 
  • Improved walking and biking access to the station, plaza, bike station 

Timeline: 

  • 2026- Construction to commence on first phase
